An announcement expresses intent
An announced project tells readers what a developer proposes at a particular time. Its design, scope and schedule can still change. A rendering is a communication tool for that proposal, rather than evidence that the depicted building exists.
Approval needs a named authority
The word approved is incomplete without identifying what was approved and by whom. Planning consent, a financing decision and a gaming licence address different questions. One does not automatically establish the others.
A helpful article links the decision and explains its scope. If conditions remain, they should be reported with the decision. Readers should not have to infer a fully authorised operating resort from a headline about one administrative step.
Construction has its own sequence
Groundbreaking, foundation work, structural completion, interior fit-out and commissioning are distinct stages. Progress on one part of a large site may occur while another part is still at an earlier stage. A single image cannot document every workstream.
Our analysis is that forecasts should be reported with their author and date. A target opening month is a management expectation unless the source establishes something more. Keeping the original date visible makes later changes easier to understand.
Opening is not the end of the story
After opening, a different evidence base emerges: operational disclosures, visitor patterns, completed public-space works and regulatory supervision. These records help test earlier expectations. For a clear example of a chronological source, Osaka Prefecture maintains a project progress register. Our role is to follow such evidence, not repeat promotional certainty. Architectural imagery is labelled as editorial illustration; the linked records establish project milestones.
